Was there a conspiracy to not catch Osama Bin Laden

I'm not one for conspiracies normally, but here's a conspiracy for you. A recent Congressional-Pentagon report states that the military had Osama Bin Laden within their grasp right after we entered Afghanistan. However, Rumsfield failed to authorize the capture of him. Is this because he knew George W was personal friends with Osama when they were young? Did the thought of killing a personal friend become such a moral issue for W that Rumsfield allowed Osama to slip away? Is that why in the 7 years of occupation under the Bush Administration, we never captured the perpetrator of all the killings in New York, D.C., over Pennsylvania and the many attacks against our embassies around the world?

Or was it that Rumsfield wanted to enter Baghdad and establish bases for the new American Empire? Maybe if he caught Osama before our invasion of Iraq, it would be more difficult to create justification for another war? After all, he, Wolfolwitz, Cheney, and Rove wanted an Imperial Nation and to do that, they needed to control the oil fields and have a strategic base for military operations in the middle-east. Since the four of them actually ran the country at that time, one could conclude their game plan was not to capture Osama, but to use him as the constant threat that keeps the conservatives in power in America and hopefully around the world. World domination through constant fear of terrorism by a non-state organization. Always hidden, allowing the usurping of our constitutional guarantees and protections for a pledge of security against that threat.

Hitler and Mussolini used this exact tactic to gain their power through the democratic process. Also the band of 5 of the Bush Administration were also members of the Christian activist group The Family who advocates and teaches these tactics to gain power. Would that not raise some questions of their sincerity in the defense of our nation?

I'm just asking?  But something smells fishy in all this.

Now Obama has to do something with the fine mess W left to him and us. Osama is deep in the mountains of Afghanistan and Pakistan, carefully sheltered by the Taliban in that area. I'm sure he is well underground and unless someone give him up, it will be more years before we can flush him out of hiding.
